Mandate The Committee is competent to examine issues relating to the Constitution, electoral laws, other laws, the judiciary, the rules of the Senate, the promotion and protection of democracy, human rights and public liberties, good government, the security of persons and of goods.
Membership The Committee is composed of eleven members, five of whom constitute the Bureau. Members are elected and serve a six-year term. They are eligible for re-election every three years for half a term after drawing of lots in the Senate plenary.
Working methods Topics, proposed by the government and the Parliament, are put on the agenda and adopted by the Conference of Chairpersons. This body may organise field visits and hearings of governmental authorities or of individuals. Decisions are made in public session by vote, and are implemented by the government; the monitoring of implementation is ensured by the senators.
Relations with other parliamentary bodies Relations with external parliamentary bodies are handled by the Relations with external parliamentary bodies are handled by the Senate Bureau. The Committee maintains relations with the bureaux of the corresponding bodies of the lower chamber of Parliament. With the exception of the Senate Bureau, the Committee relates to no other body.
Relations with external bodies Relations with the government take the form of the examination of dossiers submitted to the Senate, which are then referred to the Committee. There is no formal relationship with the national mediator; when matters affecting citizens are referred to the Committee, it acts as moderator in relation to local authorities and the National Council. Relations with the National Human Rights Commission and with NGOs are of an informal nature.
Subjects dealt with The Committee is newly installed and is the outcome of electoral procedures which marked the end of the country's transition, between February and July 2002. However, issues such as peace, democracy, security and the fight against poverty are examined by the country's parliamentary bodies.
